The rule
Alcohol is prohibited on trains and railway premises across the network, and separately banned outright in states with prohibition. The offence is about the behaviour, so a quiet drink and a loud argument are not treated alike.

Nobody may occupy your reserved berth, including waitlisted or RAC passengers, unless the TTE has reallocated it.
